Established with the aim of promoting the public awareness of the necessity to offer professional training and employment opportunities to the disadvantaged areas of the community, especially women, minority ethnic minorities and the disabled people, the Houey Hong Vocational Training Centre for Woman has three principal objectives including offering professional training for several skill levels, in weaving, dyeing and tailoring for women in rural areas who have poor or disadvantaged conditions, restoring and promoting the Lao’s traditional crafts, such as natural dyeing and traditional weaving, teaching women who lacks education the other popular skills including tailoring. Established in 1998 by Japanese-educated Chanthasone Inthavong, the center offers short term classes in weaving, dyeing, sewing techniques and petty business administration. Coming with the job placement program, it wishes to help to bring relative income for people having unfavorable circumstances.

The discursive nature of its budget indicates that the centre has to support itself and selling crafts made on the preambles and offering tailoring services is one of many activities they can do to make their intentions come true.
